LEGAL NOTICE
The City of Salem intends to contract for new plan-
ning/design for the Bicycle & Pedestrian Safety Ini-
tiative and creation of an applicable Safety Action
Plan, including: possible sidewalk, street, park,
storm sewer, water, and sewer improvements. En-
gineering firms interested in being considered for a
contract should provide the required services and
should reply with a statement of qualifications no
later than Tuesday, October 29, 2024. Statements
received after this deadline will not be considered.
Statements of qualifications should include infor-
mation regarding the firm’s history; education and
experience of owners and key technical personnel;
the technical expertise of the firm’s current staff; the
firm’s experience in planning & designing similar
projects within the last five years; availability of staff;
the firm’s equipment and facilities; references; firm’s
proximity to the City of Salem; any experience and
work history with the community (not required), and
be ODOT pre-qualified. The selected firm will work
with OMEGA, who will be overseeing the financing
for the projects. The project includes the acquisition
of preparation of a qualified Safety Action Plan ac-
cording to USDOT regulations regarding the Safe
Streets & Roads for All program, preliminary design,
and construction plans/specifications. The funding
obtained will be through various sources, such as,
USDOT SS4A, CDBG – NRG, ODOT Tap, ODOT
Safe Routes, ODNR, and OPWC. Statements of
qualifications shall be transmitted to: Joe Cappuz-
zello, Salem, 231 S Broadway Ave, Salem, OH
44460. As required by Ohio Revised Code 153.65-
71, responding firms will be evaluated and ranked
in order of their qualifications. Following this eval-
uation, the City will enter into contract negotiations
with the most highly qualified firm for two years
(SFY2025-2026), with a possibility of extending it
another 2 years and thereafter.
