Livestock dealer’s registration suspended

WASHINGTON – Livestock dealer Richard Garver of Wooster, Ohio, was suspended as a registrant under the Packers and Stockyards Act, according to information recently released this month by the USDA’s Grain Inspection, Packers and Stockyard Administration.
Complaint. The decision follows a complaint issued Dec. 14, in which the administration alleges Garver issued checks in payment for livestock purchases that were returned by the bank because Garver did not have and maintain sufficient funds.
The administration reached its final decision Jan. 11 without a hearing, by reason of consent agreement.
Garver was a dealer buying and selling on his own account; registered as a dealer buying and selling; and registered as a market agency to buy on a commission basis.
Suspension. Under the terms of the decision, Garver agreed to cease and desist from failing to pay the full amount of the purchase price for livestock within the time periods required.
Garver’s suspension as a registrant under the Packers and Stockyards Act is for five years. The suspension will be terminated after 150 days upon demonstration by Garver that all unpaid livestock sellers identified in the complaint have been paid in full.
