Hello from Hazard!
OK, we’ve been listening to the sounds of silence on item No. 869, the tool submitted by R.E. Carper of Canton, Ohio. No one has responded with a guess or a peep.
There are markings on it: “DE-SIA Co. Model # 465-B”, but that’s all we know about it.
We’re going to have to be like the auctioneer’s chant: Going once, going twice, GONE. This is the last week we’ll show it, and we’ll also show a new item, Item No. 870, shared by Carl Geib of North Canton, Ohio, and his brother-in-law, Sam Lech.

Item 869 looks like an oveer center clamping type plier. Simmiler types are stil available from hardware supply.
Are item 870 pieces related? Left item looks like an old style banding tighner. Other just a wheel or pully.
the thing on the left is a metal straping tightner the round thing is what you keep the metal coil in .you need one more peace to make this work it is a crimper to crimp the metal straping after you have it tight.
My guess is that the text was very slightly misread on DE-SIA Co. Model # 465-B
I think it probably reads DE-STA Co. Model # 465-B
with a T instead of an I.
